What is Tier 1, Tier 2 and Tier 3?
· Tier 1 is the highest level of Youth Soccer in BC. It is also known as High Performance League (HPL) or EA Sports BC Soccer Premier League.
· Tier 2 is the next level below Tier 1. On the mainland, Tier 2 teams play Metro/Select. On Vancouver Island, Tier 2 teams play in the newly created Vancouver Island Premier League (VIPL). VIPL is a league run by Upper Island Soccer Association (UISA) and Lower Island Soccer Association (LISA).
· Tier 3 is run by LISA and is comprised of Gold, Silver and Bronze.
What does VIPL mean?
Vancouver Island Premier League. VIPL is a Tier 2 league run by Upper Island Soccer Association (UISA) and Lower Island Soccer Association (LISA).
Why did we create the VIPL?
VIPL was created to provide a higher level of competition for those players who do not play Tier 1.
What teams are in VIPL?
In the 11/12 season, LISA and UISA are running a pilot in two age groups for both boys and girls – U14 and U15. In the 12/13 season we expect to expand VIPL to u16, U17 and u18.
How were teams selected in the pilot year for VIPL?
· In LISA, VIPL pilot teams were selected based on the standings at the end of the 10/11 season. The top 4 teams in each age Division were selected for VIPL. In 3 Divisions, due to the combination of unplayed games and season ending points, it was not clear which teams would/could be the top 4 teams, therefore in those Divisions, LISA entered 5 teams. For the U14 Girls, Peninsula qualified for a team, but will be unable to field a team.

What if a team that is placed in Tier2 elects to drop out?
A team that drops out of the 4 allocated LISA Tier2 spots will be placed in Tier3 Gold, the spot will not be filled. For the 2011/2012 season if in a Division that has 5 teams, one team elects not to field a team, that spot will not be filled by a different team and the Division will only have 4 teams.
How will LISA’s VIPL teams be selected in future years?
· To select LISA’s 12/13 VIPL U15 Girls, the following will occur: At the conclusion of the 11/12 VIPL season, the 3 LISA teams in VIPL U14 Girls will automatically remain in VIPL as 3 of LISA’s VIPL U15 Girls. At the end of the LISA 11/12 U14 Girls Gold Team, the 1st placed LISA Tier 3 U14 Girls Gold team will become the 4th LISA VIPL team in the 12/13 season.
· To select LISA’s 12/13 VIPL U16 Girls and 12/13 VIPL U15 Boys, the following will occur: At the conclusion of the 11/12 VIPL season, the top 3 LISA VIPL teams in U15 Girls and U14 Boys will automatically remain in VIPL. At the end of the LISA 11/12 Gold season, the 1st placed LISA Tier 3 Gold team in the appropriate division will play the 4th placed LISA VIPL Team in the appropriate division, and the winner of that home/away series will be the 4th LISA VIPL team in that age group in the 12/13 season (the losing team will play in the LISA Gold league in the appropriate age division). If there is a tie at the end of the home/away play down then “most goals for wins” in the home/away play down where “away goals for” count double. If still tied, then penalties.
· To select the 12/13 LISA VIPL U16 Boys, the following will occur: At the conclusion of the 11/12 VIPL season, the top 3 LISA VIPL U15 Boys teams will automatically remain in VIPL. At the end of the 11/12 Gold season, the first place LISA Tier 3 U15 Boys Gold Team will play the 4th and 5th placed LISA VIPL U15 Boys Teams in a round robin tournament. The exact format of the tournament will be decided during the year. The winner of the tournament will be the 4th Team in the VIPL U16 Boys age group in the 12/13 VIPL season, the other two teams will play LISA Tier 3 U16 Boys Gold.
· To select LISA’s 12/13 VIPL: U14 Boys, U14 Girls, U17 Boys, U17 Girls, U18 Boys and U18 Girls- The 4 teams in each age group/gender would be the top LISA 4 teams in the LISA Gold league at the end of the last completed round as presented on the LISA website. For example, for the 12/13 U14’s we’d look at the 11/12 LISA U13 Gold league standings at the end of the last completed round as per the LISA Website. If there was a tie for 4th, then we’d look at head to head within completed rounds only. If there was still a tie there would be a home/away play down between the two teams. If still tied, “most goals for wins” in the home/away play down where “away goals for” count double. If still tied, then penalties.
· To select LISA’s VIPL Teams in the 13/14 and future year seasons the following will occur: At the conclusion of the current VIPL season the top 3 LISA teams in VIPL will automatically remain in VIPL. At the end of the current LISA Gold season, the 1st placed LISA Tier 3 Gold team will play the 4th placed LISA VIPL Team in a home/away series. The winner of that home/away series will be the 4th LISA team in the appropriate age group in the following season, the losing team will play LISA Gold in the appropriate age group. If there is a tie at the end of the home/away play down then “most goals for wins” in the home/away play down where “away goals for” count double. If still tied, then penalties.
· NOTE: In regard to identifying the 4th placed LISA VIPL Team going forward: The 4th place LISA VIPL Team would be the LISA VIPL team with the lowest points the end of the last completed round, at the end of the VIPL season. If there was no clear 4th place LISA Team in the VIPL at the end of the season, then the first tie breaker would be head to head within completed rounds only. If there was still a tie there would be a home/away play down between the two teams. If still tied, “most goals for wins” in the home/away play down where “away goals for” count double. If still tied, then penalties. The losing team will be the 4th placed team and then the process above would be followed to determine if they remain in VIPL.
What if a new team is formed in a Club and wants to join VIPL?
They cannot join VIPL. They can join Gold and if they win Gold, then they can challenge for VIPL at the end of the year as part of the normal process.
What if a team is easily beating all other teams in Gold?
They can challenge for VIPL at the end of the year as part of the normal process. There will be no mid-season promotion from Gold to VIPL (Tier 2).
What if the 4th place LISA VIPL team doesn’t want to be relegated?
The 4th placed LISA VIPL Team will have to win the challenge from the LISA Gold league in order to remain in VIPL the following season.
Does the winner of LISA’s Gold league have the option of choosing not to challenge the 4th place LISA VIPL team?
No, the Gold season winner must play a challenge home/away game. The only time they would not have to play is if the Club already has a team in the VIPL Division. If the Club already has a team in the VIPL Division, then we will move to the next Gold team. We will continue this until we get a Gold Team whose Club is not already represented in the Tier 2 (VIPL) Division. We will not ask teams outside of Gold to challenge. If, in the unlikely event, no team in Gold is eligible to play the challenge game, then the 4th placed team in VIPL have the option of staying in VIPL. We will not go to Silver.
What if the Club of the Gold winner already has a team in the VIPL Division?
In that case we will move to the next Gold team. We will continue this until we get a Gold Team whose Club is not already represented in Tier 2 (VIPL) Division. We will not ask teams outside of Gold to challenge. If, in the unlikely event, no team in Gold is eligible, then the 4th placed team in VIPL have the option of staying in VIPL. We will not go to Silver.
Can one LISA club have more than one team in a VIPL Division?
No. A LISA Club cannot have more than one VIPL team per Division.
How many “transfers” can LISA’s VIPL Teams have?
LISA’s VIPL Teams follow the same transfer rules as all LISA Club teams. Please contact your club registrar or President to find out how many transfers your Team is allowed.
When do VIPL team rosters have to be declared?
VIPL Declarations and 11 players must be to LISA’s office by August 15th. VIPL final team rosters must be to LISA’s office by September 9th. LISA must submit teams lists to BC Soccer on or before October 1.
Will there be automatic promotion and relegation of LISA Teams?
No. Promotion and relegation between Tier 2 and Tier 3 will occur as listed above.
Does this change the structure of LISA’s Tier 3?
No. The structure of Tier 3 will continue to be Gold, Silver, Bronze. Any Club can enter a team in any Division.
Will there be promotion and relegation within Tier 3?
No. Any Club can enter a team in any Tier 3 Division.
Will LISA provide coaching assistance to VIPL Teams?

Will VIPL play Saturday or Sunday?
Boys will play on Sunday. Girls will play on Saturday
When will the league start?
Currently the first games will be the weekend of September 17 2011
How long is the season?
The season should run from September to March or April.
There will be no games on Thanksgiving.
There will be two make-up weeks at the end of the 2nd round to allow for make-up games
There will be no games (approximately) December 15 – January 15
What time of day will the games be held?
The games will be held in the afternoon to allow for travel up/down island.
How many games will there be in a season?
In the pilot year, for those Divisions with 6 teams, there will be 3 rounds (15 games). For those Divisions with more than 6 teams, there will likely only be 2 rounds (12 games if 7 teams). Teams my play more games to round out the season.
Where will the games be held?
The games will be held in LISA and in UISA. For the pilot year, UISA games will be scheduled in the Nanaimo Regional District or Comox Valley Regional District. For the pilot year, there will be no games scheduled in Port Alberni or Powell River, however, games may be held in these locations if both teams agree. Games may be held in these locations in the future.
Will it be balanced or unbalanced travel?
UISA will have 2 home games for every 1 away game.
What Provincial Cup will VIPL Teams compete for?
VIPL Teams will compete for “A” Cup, which is the same Cup as Metro/Select Teams.
How many teams will the VIPL be allowed to place in the A Provincial A Cup play downs?
We think VIPL will have 4 spots. BC Soccer has not yet indicated how the A Cup will be structured.
How will the VIPL 4 Provincial Cup Teams be determined?
Note: This section is to be considered draft. This section will be finalized after the BCSA Competitions committee meets in September 2011.
Prior to determining the seeding of any teams, the Division must have competed at least two complete rounds.
The teams in each Division will be seeded in the order in which they finished at the end of the last completed round.
The first and second placed VIPL teams based on league standings (at the end of the last completed round) are automatically two of the 4 VIPL Teams entered into the Coastal Cup.
Teams finishing third and fourth will be placed in two separate single knock out play down ladders. The two play down ladders will be structured so that, at the start of the first play down series, the highest placed team (at the end of the last completed round) will play the lowest placed team (at the end of the last completed round). For example, in a Division of 6 teams, 3 v 6 and 4 v 5.
The single knock out games will continue until each ladder has a winner. The winner of each ladder will the remaining two VIPL Teams entered in Coastal Cup In the example above, the winner of 3 v 6 would be one of the teams, the winner of 4 v 5 would be the other.
If any VIPL Division has more than 6 teams, or if any legal BC soccer team not in VIPL challenges for A Cup, these additional teams will be seeded as the lowest seeded team. If a bye situation is created, then the bye will be given in the first play down round to the highest placed VIPL Team (as at the end of the last completed round).
If for any reason in Section 7 there is need of a tie breaker to determine seeding, that tie breaker is as follows:
1. All Head to Head games within completed rounds.
2. Goal difference (goals for minus goals against)
3. Goal average (goals for divided by goals against)
4. Single game play-off (Extra Time & Penalties)
When will team lists be declared and players assigned?
VIPL Declarations and 11 players must be to LISA’s office by August 15th. VIPL team rosters must be to LISA’s office by September 9th. Teams lists must be submitted to BC Soccer on or before October 1.
Will all teams be registered in one Association?
UISA Teams will be registered with UISA. LISA teams will be registered with LISA.
Can International players play in this league?
LISA and UISA will together to ensure compliance and consistency to BC Soccer’s/FIFA’s international player rules.
Anything other general items we should know?
Discipline for VIPL will be done using LISA’s Disciple Committee with either a Teleconference or some other arrangements UISA players .
Protests will be handled jointly by LISA and UISA
The two districts will work jointly on protests to avoid any possible conflicts of interest and to ensure each district is aware of the protest.
What if one VIPL is routinely losing their games by a large margin?
That team will be given the option of leaving Tier 2 and playing Tier 3. If the teamdrops out of Tier 2, then all games played against this team in a completed round will count in the standings. All games played against this team in incomplete rounds will not count in the standings.
Will there be a season ending tournament?
None planned. There will be no “Island Cup” for Tier 2. There will be no “District Cup” for Tier 2.
How many officials will Teams be required to provide?
Each District is responsible for ensuring one qualified referee is provided for their teams home league games, and t will strive to provide two qualified Assistant Referee’s for their home league games. In those instances where the home team cannot provide two qualified Assistant Referees, each team will be responsible for providing a person as an assistant referee.
Each District is responsible for ensuring one qualified neutral referee and two qualified assistant referees are provided for their teams home Provincial Cup games. For the purposes of this rule, a neutral referee is a referee that is not normally assigned by the home team. For example, in a provincial cup game involving UI-North as a home team, a neutral referee is a referee not normally assigned by UI-North. As another example, in a provincial cup game involving Lakehill as the home team, the neutral referee is a referee not normally assigned by Lakehill
How will score recording get done?
Each age Division will have a score recorder as now, who will update one or two websites
Will player cards be required?
Yes. Contact your District for details.
