Weekly Re-Scheduling for February 29/March 1



The attached master re-scheduling notice for this weekend, February 29/March 1, is three pages long.


Games on the schedule for this weekend include Lower Island District Cup quarterfinals and league fixtures.


District Cup matches are identified on the master re-scheduling notice as such:  District Cup.


Other games that are not part of the District Cup play-downs are also scheduled this weekend. They are also listed on the master re-scheduling notice.


In regards to the District Cup some teams have drawn byes into the semi-final rounds March 7/8. Some District Cup draws do not start until the semi-finals March 7/8 and a few only have two teams (Boys U14 Gold, Boys U18 Gold, Girls U14 Gold) so both teams will go straight to the final the weekend of April 4/5. All District Cup finals will be hosted by the Lakehill Soccer Association.


The District Cup draw grids will be posted on the LISA website. Go to the drop-down box under the COMPETITIONS tab and select “Cups >” and then click on the cup competition you wish to view – District Cup, Satterford Cup or Provincial Cup – A, B and Coastal Cups.


Please note that a few District Cup draws are not yet posted on the website:

Boys U16 Gold – starts March 7; the draw will be available with next week’s re-scheduling notice.

Boys U16 Silver – there will be five teams in the draw; only the two teams playing in the opening round this Saturday (Feb. 29) have been drawn. That opening-round match is listed in the weekly re-scheduling notice.

Girls U14 Gold – there will only be two teams (yet to be confirmed) so both go straight to the final April 4.


When looking for your team in the District Cup draw grids please note the following:

—  Gold league champions are not eligible for the Lower Island District Cup (see section on the Island Invitational Cup at the bottom of this message);

— Lower Island representatives in the Provincial/Coastal B Cup are not eligible for the Lower Island District Cup (these are the teams that won the Lower Island B Cup playdowns and those teams that lost in the Lower Island final in those divisions that the Upper Island did not enter a team as those Lower Island teams will continue on in the inter-district coastal playdowns as the Vancouver Island runner-up);

— Silver league champions compete in the Gold District Cup so if you are the Silver champ look for your team there;

— Silver teams that entered the Provincial/Coastal B Cup compete in the Gold District Cup; and

— the Bays United Girls U16 Silver team is in the Girls U16 Gold District Cup – as there was only one Girls U16 Silver team this year there is no Girls U16 Silver District Cup.


There must be a winner in every District Cup match. If the score is even at the end of regulation, extra time will be played. Extra time is not sudden death; the full amount of extra time is to be played. Extra time for the U14, U15 and U16 divisions is 2 x 10-minute halves and for the U18/17s is 2 x 15-minute halves. If the score is even at the end of extra time then the winner of the match will be determined by a FIFA penalty-kick shootout.


The winning team in the District Cup playdowns advances to the next round. The losing team is eliminated. When teams lose in the District Cup LISA stops scheduling for them. In other words, their 2019-20 Lower Island season is over. Once teams are in the District Cup they can no longer play any league games. Youth-to-youth permits can not be used for cup competitions, including the District Cup.


SCORE RECORDINGAll teams must report the scores of their games (league and cup) to their score recorder. And if you do not play a scheduled game then you must also report to your score recorder and provide the reason why your game did not take place. The Lower Island district covers a vast area with varying weather patterns. Fields can be closed in one community but in a nearby neighbourhood there can be fields, including grass fields, that are open.


When reporting scores don’t forget to include the gender, age division and level of play (e.g. Boys U15 Silver, Girls U15 Gold, etc.). In addition include the name of both teams and make sure the winning team is clearly identified (or if it was a draw).


If your cup match went into extra time or a FIFA penalty shootout please include that information as well. For example, the score at the end of regulation, the score after extra time and, if you know it, how many goals each team scored in the penalty shootout itself as well as how many penalty kicks each team took. Please report the goals scored in a penalty shootout separately from the game score – do not add the shootout goals to the number of goals scored by the teams during regulation and extra time. And please make sure it is clear which team won the match.



The rules for determining league champions are posted on the LISA website. In the drop-down box for the ABOUT tab go to “Rules >” and click on “LISA Rules & Regulations.” (See Chapter 3, rule 303 Determining League Winners.)



The team that is declared the league champion is not always as simple as the team with the most points at the end of the league season. Because of field closures and league play being interrupted by cup competitions (Provincial/Coastal B Cup, Satterford Cup) teams do not always play the same number of games against the same opponents. In addition the reason for outstanding games can vary. So when it comes to determining the league champions LISA applies the rules mentioned above.


As noted in the rules, league winners are determined by “completed rounds.” That is why the schedules are drawn up on a round-by-round basis – teams are scheduled to play all their opponents once (which constitutes a “round”) before they are scheduled to play any opponent a second time.


The first definition of a “completed round” is as expected:  all the games scheduled for that round have been played. LISA’s rules also define a “completed round” as one in which a team has mathematically clinched first place. In other words, no team could catch the first-place team even if they won all their un-played games in that round.


Continuing with the rules to determine a league champion, the first time two teams play each other it is their Round 1 game. The second time they play each other it is their Round 2 game, and so on. It does not matter where the game was played (i.e. which team was home or which team was visitor).


For instance, if two teams played each other during Round 1 as listed on their schedule, missed playing during Round 2 because the field was closed, and then played each other during the Round 3 dates on their schedule, in order to determine the league champion the result from the game played during Round 3 would officially be considered their Round 2 result.


Another part of the rule that sometimes has to be taken into consideration:  a team can be eliminated from winning the league title during a round that does not meet the definition of “complete.”


For instance, after two complete rounds the Maroon Team is in first place but during Round 3 the Maroon Team starts losing games. At the end of league play Round 3 can not be classified as “complete” as no team has mathematically clinched first place. However after losing Round 3 games the Maroons can no longer mathematically end up in first place. So even though the Maroons were in first place at the end of the last completed round they can not be declared the league champion as they had played themselves out of contention.


If in applying LISA’s rules for determining league champions two (or more) teams end up tied for first place they will play a tiebreaker match in cup format (i.e. extra time and a FIFA penalty shootout, if needed) with the winning team capturing the league title. No other tiebreakers (e.g. head-to-head, goal differential, winning percentage etc.)  are used to determine a league champion.

Gold league champions will represent the Lower Island and play against the Upper Island winner (in those divisions for which the Upper Island has a representative) at the 56th annual Island Invitational Cup April 4/5 to be hosted by the Upper Island in Campbell River.


All teams competing at the Island Invitational Cup – which is the official Vancouver Island championship – will require BCSA photo ID cards for all their players and team officials. If you do not have them contact your club registrar.


The Upper Island will have teams in the following divisions at the Island Invitational Cup:  Boys U15, Boys U17, Boys U18, Girls U14, Girls U15, Girls U16 and Girls U18.


That means the Lower Island will not be sending teams to the Island Cup in Boys U14, Boys U16 and Girls U17. Even though there will be no Boys U14 and Boys U16 Island Invitational Cup those league champions are still not eligible for the Lower Island District Cup.


The Lower Island Boys U17 rep will be the highest-finishing U17 team in the Boys U18/17 Gold league which is Bays United Zioui.


At this time of the season communication between teams, their opponents and their clubs is very important. Do not assume everybody is aware of the game they are to play each weekend. Teams should contact their opposition far enough in advance to confirm their games for each weekend.
